Abstract

This article analyzes issues related to ensuring occupational safety of railway train assemblers, identifying existing hazards, and systematically managing associated risks. The study examines hazardous and harmful factors encountered by train assemblers during shunting operations, including moving railway rolling stock, working between railcars, slipping and falling, adverse weather conditions, noise, inadequate illumination, and human factors. The research was conducted at stations of the Tashkent Regional Railway Hub based on time-and-motion study data, workplace certification records, and statistics on man-made incidents. In addition, a comparative analysis was carried out of the requirements of the new edition of the Labour Code of the Republic of Uzbekistan, the current regulatory and technical documents of JSC “Uzbekistan Railways” concerning occupational safety, as well as the requirements of the European Union Agency for Railways (ERA HOF) and the international standard ISO 45001. The physical and psycho-emotional workloads experienced by train assemblers during a 12-hour shift were classified and analyzed. International practices in countries such as the United States, Japan, China, and European countries were compared. Based on this comparison, the scientific and technical feasibility of reducing the risk of occupational injuries by 25–30% through the introduction of smart clothing (smart vests) adapted to the conditions of Uzbekistan, AI-based video monitoring, VR simulators, and a dynamic “Hazard Map” was substantiated. Ensuring the safety of train assemblers cannot rely solely on individual caution. Integrating the traditional three-stage safety control system with advanced management practices used in Japan and the United States, digital monitoring, and automation technologies can significantly improve the effectiveness of occupational safety management.
